
Estonia's digital transformation—built on its X-Road interoperability layer and national digital identity system—has reduced the cost of public services by an estimated 2% of GDP annually. Every Estonian citizen owns a portable, cryptographically secure digital identity that works across all government and private services. Bangladesh's National ID infrastructure is substantial but fragmented. Birth certificates, NID cards, and tax identification numbers exist as parallel unconnected systems. Linking them via an open-source interoperability layer could unlock massive efficiency gains in healthcare delivery, social benefit distribution, and anti-corruption enforcement. This research paper maps the technical and governance preconditions required for Bangladesh to build its own sovereign DPI stack—prioritizing open standards, citizen data ownership, and federated architecture. The window for leapfrogging is real. Without deliberate investment, Bangladesh risks building expensive legacy systems that lock in inefficiency for another generation.
